ROLE OF THE CHIEF DIGITAL OFFICER (CDO)
- Lead digitalisation initiatives in delivering services that meet the needs and expectations of citizens, while ensuring they are secure, efficient, intelligent, and trustworthy.
- Drive the digitalisation agenda based on the Digitalisation Strategic Plan (DSP) at the ministry/department/agency level through a data-driven culture, citizen-centric approach, and service design grounded in security principles.
- Transform digital service delivery within ministries/departments/agencies by focusing on customer experience and adopting a Whole-of-Government approach through innovation involving data sharing, open data, and emerging technologies.
- Plan and coordinate cybersecurity action plans to ensure that the agency's data and ICT infrastructure are continuously protected against internal and external threats.
- Plan and assess digital service requirements, service design, as well as the development and operational budgets required.
- Lead digital transformation through the utilisation of data and technology in line with current government policies and plans.
- Plan and ensure that the implementation of digital transformation initiatives is aligned with current Government policies and plans, and is in accordance with the ministry's/department's/agency's DSP.
- Establish a digital environment and culture within ministries/departments/agencies to enhance digital literacy and understanding of technology utilisation towards strengthening digital government service delivery.
- Participate in and report on digitalisation implementation to the relevant governance bodies.
- Serve as a member of committees and perform responsibilities in accordance with the relevant committee's terms of reference and applicable circulars.
- Report the implementation and progress status of digital transformation initiatives to the relevant digital governance bodies, such as the ICT and Digitalisation Steering Committee (JPICT) of the ministry/department/agency and the Digital Government Meeting.
